County General Law Cities
Will the jurisdiction use a Citizen Commission to determine district boundaries? (SB-1276)
“Advisory redistricting commission” means a body that recommends to a legislative body placement of the district boundaries for that legislative body.
“Hybrid redistricting commission” means a body that recommends to a legislative body two or more maps for the placement of the district boundaries for that legislative body, where the legislative body must adopt one of those maps without modification, except as may be required to comply with state or federal law.
“Independent redistricting commission” means a body, other than a legislative body, that is empowered to adopt the district boundaries of a legislative body.
If the County establishes an “Independent redistricting commission” will city jurisdictions contract with the county to adopt their local jurisdictions boundaries?
What are the names of retained consultants and scope of service?
What facility will be provided for the public to submit maps?
What is the outreach plan and time line to publicize the redistricting process? (Marin Required Languages ?)
What are the website plans?:
At a minimum, websites should contain information on who are the members of the redistricting authority, what data is being used and direct access to that data, clear definitions of what format proposed maps or plans from the public can best be utilized by the redistricting authority, hearing notices, hearing recordings and transcripts, capacity to stream hearings and all proposed plans, with rationale, at the time they are being produced to the public.
Hearings should be conducted both before and after a redistricting plan is proposed; to get public input on key considerations going into the line-drawing and public response once the plan is proposed. (not a part of a scheduled council meeting) # of hearings/workshops.
Charter Cities
The same as General Law Cities if the City’s Charter is silent as to the Criteria to be used in redistricting. (AB1276)
Community Colleges/County Boards of Education/School Boards
As Community Colleges have little mandatory criteria to meet in drawing their districts vs a county or city, in addition to the items listed for County and City jurisdictions it would be interesting to know the following:
How many and which of the seven criteria applicable to County/City jurisdictions will be included in the College and County Board districting and redistricting process?
