County Government
Support of a county government structure that stresses accountability and responsiveness to the electorate, facilitates coordination and cooperation between the Board of Supervisors and the Administrator’s office, and encourages citizen participation in the decision-making process.
To achieve these goals we support the following:
- The role of the Board of Supervisors as policymakers and goal setters.
- Implementation by the County Administrator of the policies and goals established by the Board of Supervisors.
- A strong role for the County Administrator as indicated in County Ordinance 2.08, which grants authority: to administer, supervise, direct, coordinate and control all county offices and departments; to function as administrator for the Board of Supervisors and make recommendations to the Board on budget, capital improvements, and appointed positions.
- Reduction in the number of elected county department heads to achieve a better and more accountable organization of county government.
- An organizational structure for Marin County with careful consideration given to establishing clear lines of authority and to logical combinations of departments to facilitate the most efficient delivery of services.
- Adoption by the Board of Supervisors of a set of comprehensive goals and objectives and the establishment of priorities for the county, utilizing these to evaluate programs in the annual budgetary process.
- Early publication of the proposed budget to facilitate citizen input at budgetary hearings. To improve the process further; adoption of a program budget supported by a coordinated line-item budget; organization of the budget to show revenue sources clearly and to include full narrative to describe and justify each program.
- Utilization of administrative aides to relieve supervisors of some district and administrative detail and to observe and report to them the sense of outside meetings that the supervisors are unable to attend.
- Recognition that a supervisors position is full time.
